Someone finally asked the question as to how Assistant Secretary Mocha Uson would be explaining to the Filipinos how Federalism works. Senator Nancy Binay asks Communication Assistant Secretary how she would explain the proposed federal form of government to the masses.
Consultative Committee (Con-com) spokesman Ding Generoso said on Monday that Uson would be participating in the committee’s communication campaign where she could write and blog about federalism. Her blog has a wide reach and it could help increase awareness, according to Generoso.
However, Nancy Binay seeks on how Uson would do and how she would explain federalism. “Being the designated messenger, we also wanted to hear how she would articulate or interpret the salient points of the proposed federal charter and explain to the people how a shift in the form of government could move the country forward. Dagdag na rin ang kanyang iba pang concept or idea sa information campaign using social media,” Binay said.
Binay points out that the “how” is very important since clarity and knowledge are elements that Uson needs. “It is also a matter of providing the people of options, or an informed choice for them to genuinely know what’s good and bad about changing the form of government,” Senator Binay added.
Uson would be using part of the P90-million of the DILG and the Con-com information campaign to educate the Filipino campaign. It would be best if Uson could present to the Senate the contents of her campaign and how the 1987 constitution would be changed.
The Consultative Committee (Con-com) is the body that produced the proposed federal constitution and is part of the Department of Interior and Local Government (DILG).
